Legal Science, LLC (LS) supports researchers and policy advocates in better tracking and evaluation of law. Legal data with support of machine-learning to provide customers with insights into policies, regulations and laws affecting their business decisions and customers.The company is founded on the principles of Policy Surveillance – the systematic, scientific tracking of laws of public significance.


Scott Burris

Scott is a Professor of Law and Public Health at Temple University, where he also serves as the Co-Director for the Center for Public Health Law Research. His work focuses on how law influences public health and what interventions can make laws and law enforcement practices healthier in their effects. He is the 2014 recipient of the American Public Health Association Law Section Lifetime Achievement Award and the 2018 recipient of the Jay Healey Health Law Professors Award. He holds a B.A. from Washington University in St. Louis and a J.D. from Yale Law School.

Heidi Grunwald

Heidi is the Co-Director for Temple University’s Center for Public Health Law Research, a position she has held for more than 10 years. Under her leadership, the research portfolio of the center has grown to several million staff. She is a trained quantitative methodologist and concurrently serves as Director for the Institute for Survey Research at Temple. Previously, she was an Assistant Vice President for Research at Temple. She holds a B.A. in mathematics, an M.A. in mathematics education, an M.S. in statistics, and a Ph.D. from the University of Michigan in Higher Education Administration, Research, Evaluation, and Assessment.

Margaret S. Lee

Margaret spent a decade in the Big Four accounting firms of PricewaterhouseCoopers and Ernst & Young before establishing her own practice. There, she provided accounting and consulting services to medical practices. She holds a B.S./B.A. in Accounting from Washington University in St. Louis.

Elizabeth A. Platt, Esq.

As Chief Executive Officer and Chief Operating Officer, Lizzy is responsible for running all facets of Legal Science. She brings more than six years of experience in legal research and policy surveillance, previously serving as the head of the Legal Science legal team. She is a member of the Massachusetts Bar and holds a J.D. from Syracuse University College of Law and an M.A. in International Relations from the Maxwell School.

Mark Rose

As Chief Technology Officer, Mark is responsible for developing the company’s strategy for using technological resources and ensuring technologies are used efficiently, profitably and securely. Prior to joining Legal Science, Mark worked as the Director of Information Technology for Temple University’s Public Health Law Research Program and as an Adjunct Professor teaching C and Python language and problem-solving for CIS and engineering. He holds a B.S. in Information Science and Technology from Temple University and a B.A. in Music from Virginia Commonwealth University.

Ning Gong
Lead Engineer

As Lead Engineer, Ning is in charge of structural design for data, algorithm, and platforms. His research work is a hybrid approach in the fields of data mining and communication engineering, concentrating on algorithm optimization on data communication systems. Prior to his work at Legal Science, he worked in multi-agent communication systems. He holds a Ph.D. in Electrical Engineering from Temple University.

Michelle Torres
Senior Software Engineer

As Senior Software Engineer, Michelle is responsible for building Scoutsuite, a software solution that supports the creation and maintenance of longitudinal survey panels. Prior to joining Legal Science, she spent about 20 years developing software products and solutions for a variety of industries, including entertainment, higher education, food service, safety management, finance, and e-commerce. She holds a B.S. in Business Administration in Computer Information Sciences from Temple University.

Caitlin M. Davie, Esq.
Senior Manager of Legal Research and Operations

As the Senior Manager of Legal Research and Operations, Caitlin is responsible for daily operations and providing legal research services, including managing the creation and maintenance of legal datasets. Prior to joining Legal Science, she served as a Legal Research Analyst for Bloomberg Law and interned for the New York State Department of Environmental Conservation, representing the department in administrative hearings. She is a member of the Pennsylvania Bar and holds a J.D. from Albany Law School and a B.S. in Natural Resources Management from SUNY College of Environmental Science and Forestry.

Alexander Frazer, Esq.
Senior Manager of Legal Research and Communications

As the Senior Manager of Legal Research and Communications, Alex is responsible for managing communications planning and legal research services, including legal dataset development. Prior to joining Legal Science, he spent five years serving as a judicial law clerk in the Philadelphia Court of Common Pleas, where he oversaw the legal process and legal research for criminal and family court cases. He is a member of the Pennsylvania Bar and holds a J.D. from Temple University Beasley School of Law and a B.S. in Business Management and Finance from the University of Pittsburgh.

Dan DeNicuolo, Esq.
Legal Research Analyst

As a Legal Research Analyst, Dan is responsible for legislative research and dataset analytics. Prior to joining Legal Science, he interned with the American Bar Association and the City of Philadelphia Law Department. He is a member of the District of Columbia Bar and holds a J.D. from Drexel University’s Thomas R. Kline School of Law and a B.S. in Environmental Science from the University of Delaware.

Peter J. Hanley
Communications Specialist

As Communications Specialist, Peter is responsible for executing Legal Science’s communications needs. Prior to joining Legal Science, he spent three years writing, editing and designing newsletters for an insurance trade association. He holds a B.A. in Journalism from State University of New York at Oswego.
